Bates College Annual Debate Tournament

The Brooks Quimby Debate Council of Bates College invites you to our annual debate tournament on the 22nd and 23rd of January 2010

Rounds
There will be 5 preliminary rounds -- 3 on Friday and 2 on Saturday -- followed by breaks into the finals for novice teams and quarter-finals for varsity teams.

Judging
The judging director for our tournament will be Matt Marienthal. We are working on securing the services of a deep and capable pool of dinos for the tournament. There will be a judging requirement of (n-1)/2 rounded up for each school. A fee of $30 will be charged for every missing judge.

Tab
Tab will be run by Ian Mahmud, assisted by a team of high capable individuals. The Bates tournament has had a long reputation of running one of the most efficient tabs on the circuit and we intend to meet and even exceed this reputation.
Note: There will be a team cap of 50 teams. This will be instituted on a first-come, first-serve basis.

Tab Policy:
•Round 1 will be paired randomly. Seeds will be respected in the order of Full, Half, Free.
•Round 2 through 5 will be power paired, high-low within the brackets.
•If a bracket contains an odd number of teams, a team will be pulled up from the middle of the bracket immediately below and paired against the top team in the higher bracket. No team will be pulled up more than once and no team will hit a pull-up more than once.
•No team will hit another team more than once during in-rounds.
•Low point wins will not be allowed. When the ballot asks who did the better debating, the answer should be the team that did the better debating.
•Iron-man (or woman) teams will be allowed to compete during in-rounds and will not be allowed to participate in out-rounds. In that round, the judge will award separate speaker points to the iron-man for the two different positions that they speak.
•If an entire team misses a round, they will be dropped with zero speaker points and ranks of seven. Their opposition’s speaker points and ranks will be the average of their other four rounds.
•Tab will make every effort to make sure that no team debates more than three times on the gov. or opp. side.
•As always, teams will be protected from other teams from the same school unless that school's teams make up more than half of the bracket. Hybrids have protection against one of the two schools that constitute the hybrid, but not both.
•Once a tight case call has been made in a round, the validity of that call becomes the voting issue. The definition of a tight case is not that there are no opps to it, but rather that there are no winning opps. The LO, in addition to making the tight call, must present the opps that they have thought of and show why those opps could not win the round. The MG must then present additional opps, and show why the opps that the LO and MG have presented prove the case to be open.

•Breaks will be determined by the following criteria (in order):
a. win/loss record
b. total speaker points
c. Total ranks
d. Head to Head Match-up
e. single-adjusted speaker points
f. single-adjusted ranks
g. Double-adjusted speaker points
h. Double-adjusted ranks
i. Opp strength
j. coin flip

•Speaker Awards will be determined by the following criteria (in order):
a. total speaker points
b. total ranks
c. single-adjusted speaker points
d. single-adjusted ranks
e. double-adjusted speaker points
f. double-adjusted ranks
g. team performance
h. coin flip

Any disputes should be addressed to the tab director Ian Mahmud, who will have final discretion.

Food
We will provide three meals for the duration of this tournament: dinner on Friday evening as well as breakfast and lunch on Saturday. Lunch will be a banquet with catering from one of the finest dining establishments in Lewiston. Please inform us regarding any dietary constraints you may have.

Equity
The Equity Officer for the tournament will be Rachel Kursiuz. She will take it upon herself to ensure that any equity concerns you may have will be addressed in a serious and deliberate manner. In resolving any equity issue, the following guidelines will be adhered to:
1. Complaints may be made to Rachel in person if a complaint needs to be addressed immediately. Complaints may also be made to any of the EOFs. For those who require anonymity, an ‘equity box’ will be set up in a public but low-trafficked area of the tournament, to be announced before first round is read, in which anonymous complaints can be made. The box will be checked by Rachel between every round.
2. The Equity Officer reserves the right not to respond to a complaint if it is deemed frivolous or not relevant to Section 2 of the Code of Conduct.
3. All complaints will be investigated by the Equity officer, along with the EOFs and members of the tournament staff, if necessary.
4. If the claim is found to have merit, the object of the complaint will be informed and have time to prepare a defense.
5. Depending on the outcome of the previous two steps, one or more of the following repercussions may apply:
a. a verbal warning
b. requiring the object of the complaint to issue an apology to the complainant
c. banning the object of a complaint from tournament socials
d. dropping the object of the complaint's next round
e. disqualifying the object of a complaint from the break

The punishment will reflect the gravity of the offense. The Equity Officer reserves the right to apply punishments not listed here if she, along with the tournament staff, deems it necessary. At the resolution of each complaint, all parties to the complaint will be informed of the decision reached.

Housing
Housing will be provided for all teams. Please contact Walter Garcia, wgarcia@bates.edu if you have any special considerations.

Entertainment
No visit to the great expanses of the North will be complete without ample opportunities for socializing and fun. Fear not, there will be copious amounts of recreational beverages to keep everyone more than warm.

Registration
Registration Fees are $100 per team, $50 from teams south of NYC. There’s a $10 reg break per team if you pay in cash. Reg will be free for any teams flying to our tournament. Please note that we will arrange airport pick-ups for teams that fly into the Portland airport. A late fee will be charged to the amount of $10 per team per month. If you have difficulty meeting this registration fee, please contact us. We do not want finances to hinder the attendance of any team. Also, schools that arrange for the attendance of dinos as judges will qualify for significant reg breaks. If dinos do not travel with the school, we will be willing to subsidize part of their travel costs.

• Number of teams
• Number of judges
• Team names
• Novice/Varsity status (and seeds)
• Number of people who need housing
• Contact info: name, email, and phone

Special Needs – if you have students with special needs – e.g. handicap access or dietary restrictions– please be sure to notify us in advance!
Pre-registration is due at 11.59pm on Tuesday, January the 19th 2010.

In order to secure a deep and experienced judging pool, we are still actively looking for Dino judges to attend our tournament.
To encourage any interested persons, we have set aside a fund to subsidize travel for any Dinos who will be attending.
We will be subsidizing approximately as following:
75% of ground transportation (driving or bussing)
40% of air transportation (cheapest available coach flights)
There are several caveats. This is for DINOS only (not members of a debate council) and all travel plans and final decisions will be determined by the tournament co-adjudicators.
For those dinos who do choose to help us, we will guarantee housing (with your alma mater, if you choose) and we will be available to arrange pickup from the Portland airport or the Lewiston bus station if need be.

From Boston Area (around 2 hours)
*Take I-93 North to I-95 North
*Stay on I-95 until exit 80 in Maine
*Take exit 80 towards ME-196/Lewiston
*Turn Left at Alfred A Plourde Parkway
*Slight Right turn to Merge onto ME-196/Lisbon Street, continue for 1.4 miles
*Turn Right onto East Ave at the intersection with Papa Johns, go for 1.2 miles
*Turn Left at Campus Ave, continue to the end of the street. Bates College will be on your right.

GA will be in Pettengill G-52, the same location as last year.

PARKING
Please Mapquest or GoogleMaps your way to the following address: 305 College Street, Lewiston ME 04240. This is the address of Schaeffer Theatre. It is a large white building with tall columns on its front. To the immediate right of Schaeffer Theatre should be lane leading into a parking area. This lane is located between Schaeffer and a dormitory, Page Hall. Our little campus pond, Lake Andrews should be adjacent to the parking area. You’re welcome to park your vehicles in that area. Parking is free. Please provide us with the license plate number of the vehicle you park in the lot during reg.

At the far end of the parking area, you should see a large building with tall glass windows. That is Pettengill Hall. To get to the Registration area, please enter the building via the Main Entrance. The Registration table will be located in the Atrium, just beyond the Main Entrance.
