Jan 18 update: The Federal Bureau of Investigations on Sunday raided the Stone Oak-area home of a San Antonio man allegedly involved in the deadly U.S. Capitol riots.

Agents arrested 37-year-old Matthew Carl Mazzocco of San Antonio. He is charged with knowingly entering or remaining in a restricted building or grounds without lawful authority, and violent entry and disorderly conduct on Capitol grounds.


The Federal Bureau of Investigations said Tuesday that it is aware of reports about a San Antonio man’s alleged involvement in the deadly breach of the U.S. Capitol last week.


The FBI’s San Antonio office confirmed in an email sent to MySA on Tuesday that the agency is “aware” of reports sent about Matthew Carl Mazzocco, but could not comment further since the investigation into the events at the Capitol are ongoing.

Mazzocco was identified by social media, largely on TikTok, as being at the Capitol the day of the riots. A selfie posted on Mazzocco’s now deleted or deactivated Facebook page was used by social media sleuths to pin him outside the Capitol.

“The capitol (sic) is ours,” Mazzocco captioned the photo.

Screenshots showing his job history, including employment at multiple local mortgage loan companies, were also included in the viral videos. Another showed a man fitting the image of Mazzocco’s selfie. In that video, the man wearing a red jacket is seen inside the building and is instructing surrounding rioters not to break or vandalize anything.

The FBI is asking for the public’s help in identifying individuals who made the unlawlful entry into the Capitol. Photos of the wanted persons can be found here. Mazzocco does not appear to be photographed in the collection of photos released by the FBI.

Wolves have called Morgan Gibbs-White back from his loan with Swansea.

The midfielder is now fighting for a place in Nuno Espirito Santo’s injured squad and is eligible for the FA Cup visit on Friday at Crystal Palace.

Gibbs-White made six appearances for the Sky Bet Championship Swans, scoring once after battling a foot injury in Wales.

“The youngster impressed with the championship team in the first half of the season and is now rejoining Nuno Espirito Santo’s first team at Compton Park,” said a statement from Wolves.

“The Wolves Academy graduate scored once in their unbeaten first four games for the Swans and helped another before an injury interrupted his time in Wales.

“After returning from a foot injury on Saturday, the 20-year-old will now return to Wolverhampton for the second half of the season.”

Gibbs-White returns to Molineux while the Wolves struggle with a series of injuries. Leander Dendoncker has been out for almost a month with a knee injury, but has returned to training.

Daniel Podence could be out for several weeks with calf problems, while Willy Boly has been absent with an Achilles tendon injury since mid-December.

Jonny (knee) and Raul Jimenez (fractured skull) are absent for a long time.

Student loan repayment assistance for North Carolina residents

North Carolina has several Student Loan Assistance Programs (LRAPs) for qualified residents. Here is what you need to know about these North Carolina lending programs.

North Carolina State Loan Repayment Program

The North Carolina state loan repayment program provides up to $ 50,000 in loan assistance to mental health professionals in the state. You must commit to work in a rural or underserved area at a state health center, state sponsored rural health center, or other qualified facility for two years. You may also be able to receive rewards for additional one-year service commitments.

Qualified disciplines include clinical social workers, professional counselors, marriage and family counselors, clinical addiction specialists, psychiatric nurses, mental and behavioral health assistants, and health care psychologists. Any loan help you receive is tax-free.

North Carolina Legal Education Assistance Foundation (NC LEAF)

The NC LEAF program provides loan assistance to public interest lawyers in North Carolina.

To be eligible, you must have a Juris Doctor degree from an accredited school and be licensed in the state. Due to current funding issues for this program, there was no general application deadline for this award at the time of publication. Awards were available for public interest attorneys in Mecklenburg County and for those seeking training to become a specialist solicitor.

Eligible education loans for services

North Carolina also offers forgivable educational loans for students who pledge to work in a critical employment occupation after college. To qualify, you must have a weighted GPA of at least 3.0 as a high school student, 2.80 as an undergraduate, and 3.20 GPA as a graduate student.

You must also attend an eligible school and enroll in an approved program that is either medical or educational in its focus. Undergraduate and graduate students can borrow up to $ 20,000 in forgiving loans, while PhD students can borrow up to $ 56,000.

This program typically grants a loan of one year for each year of service. Note that these loans carry a relatively high interest rate of 8%.

Also, look for national LRAPs

In addition to these North Carolina loan repayment programs, you may also come across LRAPs that operate on a national level. For example, the John R. Justice Program is available in most states to provide qualified lawyers with loan repayment assistance.

If you are working in a loan waiver-eligible career, consider expanding your search outside of North Carolina to see if you can qualify for national assistance programs.

Federal loan granting and relief programs

Here are some options for federal loan programs. You can also check out this federal loan relief guide for the full list.

Public Service Lending (PSLF)

PSLF is a federal program that pays the balance of your direct loans after you’ve made 120 qualifying monthly payments (not necessarily consecutive) while working full-time for an eligible employer. To qualify, you must work in an environment such as a government or non-profit organization.

Every William D. Ford Federal Direct Loan qualifies for PSLF. Loans from private lenders are not qualified.

When applying for public service loan relief, you should adjust your loans through an income-based plan, such as:

Forgiveness of teacher loans

If you teach in a low-income school or educational institution, you can qualify for partial waiver of your state student loan through the Teacher Loan Forgiveness Program. After five years, you can get either $ 5,000 or $ 17,500 loan waiver, depending on your subject. The higher prize amounts go to teachers with good qualifications in mathematics and special education.

National Health Service Corps (NHSC) Loan Repayment Assistance

The NHSC program awards up to $ 50,000 in student loans to general practitioners, dentists, psychologists, behavioral therapists, or other licensed health care providers who pledge to work in a skilled setting for two years. Those who make a three-year service commitment can receive a reward of up to $ 75,000.

Loan Repayment Program for NURSE Corps

As a nurse, nurse or a member of the nursing faculty, you can get up to 60% of your student loan waived through the NURSE Corps program after two years of employment. You may also receive an additional 25% paid if you work a third year. To qualify, you must serve a high need population in a critical shortage area.

Termination of the student loan for a valid reason

In addition to granting loan waivers in exchange for a qualified service, the federal government also allows loan relief for other reasons. If your school has been closed, violated state law, or your loan has been incorrectly certified, you may be eligible for student loan relief.

You may also be able to get rid of your credit after suffering complete and permanent disability. In rare cases, you can have your credit balance settled through bankruptcy. Learn more about the ways you can qualify for Student Loan Relief to see if one is an option for you.

Scholarships and Scholarships for Students in North Carolina

If you are an aspiring or current student, you can also reduce the amount of student loan borrowing by applying for scholarships and grants.

While there are scholarship opportunities across the country, the following are available specifically for North Carolina students. The full list is available on the College Foundation of North Carolina website.

  • Aubrey Lee Brooks Fellowship: Up to $ 12,000 for students in financial need attending North Carolina State University, UNC Chapel Hill, or UNC Greensboro. To qualify, you must attend high school in an eligible North Carolina county.
  • Crumley Roberts Scholarship: Under this umbrella, students can apply for two scholarships that offer $ 2,500 and a grant specifically for women called the Little Red Jumpsuit Tour Scholarship, which offers $ 2,000.
  • Mary Lewis Wyche Fellowship: A $ 5,000 award given to nurses pursuing a Masters or PhD in nursing or administration. This is one of several nursing care prices offered in the state; You can see a full list here.
    • Florence Kidder Memorial Fellowship: $ 1,000 or $ 3,000 for college students in North Carolina. This scholarship is specifically aimed at high school graduates.
    • Jagannathan Fellowship: Awards of varying amounts for students who want to enroll in a UNC school. You must demonstrate academic achievement, leadership skills, and financial need to qualify for this scholarship.
    • J. Howard Coble Fellowship: For students demonstrating leadership skills and living in an eligible North Carolina district. This award is also aimed at prospective first-year students.

In addition to applying for private scholarships and scholarships, you can compete for federal scholarships with the free application for federal student funding (FAFSA). Most federal grants, such as the Pell Grant and the Federal Supplemental Educational Opportunity Grant, go to students in financial need.

Congress passed the Consolidated Appropriations Act of 2021, which aims to help those who have run into financial difficulties due to the COVID-19 pandemic. The bill contains numerous provisions, from funding the government to expanding unemployment benefits to providing additional aid to troubled industries. It is expected to take effect once it reaches the President’s desk.

The law also contains several important provisions related to the SBA and Paycheck Protection Program, better known as PPP. Here is a summary:

  • Deductibility of PPP-funded expenses: This provision overrides the IRS’s decision that expenses funded by PPP loans are non-deductible. The effective date is the entry into force of the CARES Act.
  • EIDL progress: The $ 10,000 EIDL advance is excluded from income and no expenses related to income exclusion will be declined. In addition, EIDL advances no longer reduce the amount of the PPP loan waiver.
  • Income exclusion and expense allowances for payments under Section 7 (a) SBA Loans: Section 1112 of the CARES Act provided that the SBA would pay up to six months in principal and interest on certain SBA loans. Similar to PPP loans, the new law would provide that the principal paid by the SBA would not result in an income waiver and no deductions based on the income waiver would be allowed.
  • Extended PPP-covered costs: The law extends the definition of covered costs to include payments for software or cloud computing services, employer’s personal protective equipment and similar costs, the acquisition of essential business goods and supplies based on contracts concluded before the start of the PPP-covered period, and any property damage caused by civil unrest that is not otherwise covered by insurance. The effective date is the enactment of the CARES Act, but PPP loans that have been enacted are not eligible for the extended cost.
  • Flexibility in the period covered: All borrowers can choose a covered period that ends between eight and 24 weeks after the PPP loan was granted.
  • 501 (c) (6) Organizations Eligible for PPP Loan: Qualified 501 (c) (6) organizations (e.g. chambers of commerce, business leagues) have been added as eligible to apply for PPP loans.
  • Simplified waiver for loans up to $ 150,000: Within 24 days of the entry into force of the law, the SBA must prepare an application for waiver of no more than one page, in which the borrower must estimate the number of employees he was able to keep and the amount of the PPP loan issued on the pay slip . No additional information is required to be submitted, but the borrower must keep the relevant employment records for up to four years.
  • PPP second drawing: Certain corporate entities that have 300 or fewer employees and that show a gross income decrease of at least 25 percent in the same period last year are eligible for a new PPP loan of up to a) 2.5 times (3.5 times at NAICS .). 72 companies) average monthly payroll over a period of 12 months, or b) $ 2 million. Certain heavily impacted industries (NAICS starting with 61,71,72,213,232, 315, 448, 451, 481, 485, 487, 511, 512, 515, 532, and 812) are eligible for additional payments for five months after the year end of the three month period . As with other programs, the grant will not accrue to the recipient and no income exclusion expenses will be recognized.

By the morning of December 22nd, this law had not come into effect, but it is expected that the President will do so once it reaches his desk. We will continue to process this massive bill of more than 5,500 pages and issue subsequent warnings with additional details on these PPP provisions and other sections of the law.

The COVID-19 pandemic has confronted American communities with all sorts of unprecedented decisions and dilemmas, including whether to accept government funds to cover payrolls.

But in the face of falling revenues, many churches have done just that – despite recognizing the historical principle of the separation of church and state.

All of this weighed on, to some extent, Travis Collins, pastor of the First Baptist Church in Huntsville, Alabama, last spring when his staff were considering applying for the US Small Business Administration’s Paycheck Protection Program (PPP).

“I was one of the more hesitant during the borrowing talks,” he said. “But I gave in because I just don’t know what the future will bring.”

First Baptist took the funds in late April, mainly to cover wages for the 42 employees at the weekday early education department. The loan also helped with payroll for an additional 38 church workers, said Jud Reasons, senior pastor at First Baptist.

“With no kids around and no income coming in, we wanted to send a paycheck to every single employee,” explained Reasons.

Payroll coverage is the goal of the loan program created by the Coronavirus Aid, Relief, and Economic Security Act known as CARES, which was passed by Congress in March. PPP was developed to help small businesses retain workers and has been extended to religious and nonprofit organizations.

According to the SBA, the loans are repaid in full if 60% or more is used for payroll. Other acceptable uses include payments for mortgage interest, rent, and utilities.

But accepting the 1% interest loan still posed a dilemma in Huntsville.

“It’s a big deal for our Baptist brand, and it’s been a big deal for us,” said Collins. “And if we weren’t living with such uncertainty, we would have thought twice at least.”

“Keep employees”

Uncertainty is usually the deciding factor in federal fundraising, said Phill Martin, CEO of The Church Network, an interdenominational association focused on church administration.

“The vast majority of our communities have taken the PPP route. You applied and the vast majority got the money. They saw the money as a security blanket. “

Some have changed their minds, he added. “Some made the decision to return the money because they weren’t seeing the declines in donations that they originally expected.”

Among those who held on to the funds, most applied them to employee salaries, especially in large congregations with multi-shift staff between church, daycare, and schools.

Martin said he saw both sides of the constitutional issue. “It is valid not to take out the loan because of the separation of church and state.” But PPP is available to all faith communities so that no religion is placed above the other. And the economic argument is also valid, he said.

“Another reason it makes sense for churches to use these resources is because of the real purpose of the bill, which was to keep people employed and active in the economy.”

“It has advanced the ministries”

The inclusion of religious groups in the SBA program surprised many – including denominations, said Michael Martin, president of the Evangelical Council for Financial Accountability.

That shouldn’t be the case, however, considering how many people churches employ, he added. “People often don’t think of churches and nonprofits as employers or the significant role they play in the economy.”

The federal government estimates that religious groups, including churches, account for around 10 to 12% of private sector employment, he said. This suggests strong public interest in religious and nonprofit organizations that keep staff.

“The PPP program was a small experiment and it’s too early to assess its overall effectiveness,” said Martin. “But it kept a lot of companies going and brought a lot of ministries forward.”

A survey by ECFA in June found that around 80% of nonprofit respondents and 60% of church respondents had participated in PPPs. And the organization’s online resources dedicated to the program were in high demand.

“Since the CARES act, we’ve had three webinars that have been attended by 13,000 people. That is historical for us. “

Thought should also be given to the importance of churches keeping staff members during the pandemic, said Bill Wilson, founder of the Center for Healthy Churches.

The consequences for dismissed ministers can be immense because their calling and skills are often far too narrow for the general labor market.

“When clergymen are out of work, it’s not like a restaurant worker who can find a job in another restaurant,” he said. “When a minister becomes unemployed, it is difficult for him to return to work.”

And there are considerations about the ministry. Wilson said the churches maintained food supplies, daycare and other vital services through PPP loans. “I’ve seen churches do remarkable things to alleviate the suffering the pandemic is causing.”

That, in turn, has a much broader spiritual impact during the COVID-19 pandemic. “The ministry is part of what is helping the nation through the crisis,” he said.

“We don’t have a crystal ball”

Still, there was a “clear minority” of communities that deliberately passed on PPP, Wilson said.

For a few it was the separation of church and state. “They said it felt like it was violating a fundamental concept for them.” Others said they had reserves, foundations, and other resources that made the loans unnecessary.

“We had a lot of discussions about it, but decided we didn’t need to pursue this,” said Senior Pastor Tyler Tankersley.

Clinging to the principle of the separation of church and state was part of the decision. But steady contributions and good reserves also made the decision easier.

“We’re in a historic neighborhood, our campus is debt free, and we have a history of solid administration and smart finance committees,” he said.

Faced with this situation, Tankersley said, the Church does not want to take the funds it needs from struggling parishes.

But that doesn’t mean Ardmore Baptist is free from the chaos of the pandemic. During a recent planning meeting, church leaders set the next three months, instead of the next twelve, and personal worship is on hold.

“If you’d told me on March 10th what March 15th looked like, I wouldn’t have believed you,” he said.

That same uncertainty led First Baptist in Huntsville to apply for and accept the loan – and happy about it, Collins said.

“We don’t have a crystal ball so we don’t know how long it will take. But this (loan) gave us security. “

Earlier this week, the IRS published proposed rules to extend the rollover period for certain planned loan settlement amounts. The proposed rules implement parts of the Tax Cuts and Jobs Act (“TCJA“), Which has an extended rollover period for a qualified planned loan offset (“QPLO“), Which is a type of plan loan settlement. Even when the rules are suggested, they can be relied on immediately, and it is important to know what they say.

As a background, if a subscriber’s retirement account is used to repay a plan loan, the amount of the plan account used to repay the loan, also known as the offset, is treated as a rollover creditable payout. In such a case, the offset amount can be transferred to an eligible pension plan within 60 days. This is because a distribution of any Plan Loan Adjustment Amount is an actual distribution and not an assumed distribution under IRC Section 72 (p).

A QPLO extends the normal rollover period of 60 days to the due date (including renewals) of the subscriber’s tax return for the year in which the amount is treated as a distribution. The employee can also receive an automatic six-month extension if they file their tax return by April 15, 2021 (the normal due date), extend the QPLO amount within the six months (by October 15, 2021 at the latest) and then their Change the return until October 15, 2021 to reflect the rollover.

A QPLO is defined as a plan loan compensation amount that is distributed or treated solely from a plan to an employee or beneficiary because: (a) the employer terminates the plan, or (b) the employee fails to repay the loan because he or she has a severance payment and offsetting takes place within one year after termination of the employment relationship by the employee. The unpaid balance of the loan is equal to the plan loan settlement amount.

In all cases, the loan must meet normal loan requirements and is subject to all plan loan regulations such as loan limit, amortization and other requirements set by the tax code immediately prior to the termination of the plan or the termination of the employee’s employment. In addition, the loan must not be in arrears at the time the plan is terminated or the employment relationship is terminated.

Five of these poetry grants – valued at $ 25,800 each – are awarded annually by the Poetry Foundation. Illinois State University presents the William Morgan Poetry Award to undergraduate and graduate students interested in poetry and its critical studies.

Look for local opportunities

Some colleges and nonprofits offer poetry grants and other awards for residents of their state or city. Talk to your tax office about campus opportunities or let them point you in the right direction.

Broaden your horizons

If you’re interested in other forms of writing, such as essays or short stories, you may be able to find additional scholarships. Or maybe you’re an aspiring poet who studies something different and opens the door to a whole host of other awards.

Other ways to reduce college costs
